Is it true that there is a ually different meaning behind eyeshadow and eyeliner?

I was recently told that eyeliner had a way ier, "I'm trying to get some" connotation than eyeshadow. Is that really true? Can eyeliner really convey that you are on the prowl more than eyeshadow?
