Do you consider 'white' people inherently racist against people of a different ethnicity?

i consider any color of people to be inherently racist against all other colors of people. when GOD destroyed the Tower Of Babel he not only confused the peoples language but put them at odds with all the others.We are inherently at war in one way or another with those who are not us. the old saying he who is not for me is against me is certainly one to be used in this case. or the enemy of my enemy is my friend.
