Why does not the too good RUSSIAN attack the source of opium in Madhya Pradesh?

I have seen Oceans of poppy fields in Madhya Pradesh. This is far in excess of Medical needs. So, we must program the poppy grower to limit growth to exactly the needs of the medical hospitals. On the part of hospital administration, we do not allow sale of medical opium products at pharmacies, but delivery is directly to unit of utilization with no intermediary body. We do not need Oceans of Poppy at all in Madhya Pradesh. We want our present PM Manmohan Singh to make poppy growth in India transparent to Indians, Russians, and the world, simply because there is a war going on because of this excess. If the PM can prove that it is as hospitals planned it, then India is safe, or else the Russians must look into it.
