Could I legally demand to see what my neighborhood dues are going towards?

My neighborhood requires a due of $75 quarterly. There is a playground and a clubhouse, but the clubhouse has been under construction for 2 years and no one has been able to use it. The only upkeep I've seen since I've moved in is a couple of new pieces of playground equipment and they mow the playground. I can't find contact information for the people who run the board anywhere! How can I find out how my money is being used?
