In Animal Crossing Wild World, ?

In the Animal Crossing Wild World guide book it says that the reason that Booker knows about who comes to town because to get to the town you have to p through the gate so Booker sees everyone who comes through. So what about Pascal? Since he jumps out of the ocean is he an exception? Also how often does a each visitor visit? I know Redd visits every week once you set a day with Lyle. But what about the others? P.S. I'm trying to get the Golden Shovel, any tips on how to catch Pascal?
