What to do about neighbors dogs Do-Do?

This is not my normal Y/A category and I am asking this for my daughter. She has two small dogs A chihuahua and a dachshund the neighbor has a very big dog. Almost the size of a pony. They let their dog roam the neighborhood and place his dumps anywhere he wants. The houses are close together so it doesn't take much for this dog to go from one yard to the next. Well here recently this dog has been making his deposits on my daughter's carport and cement driveway. They do not vet their dogs like they should and she is concerned about any sickness or disease the dog may be carrying. She doesn't want her dogs sick. These are her babies. She is a sweet christian girl and needs some advice as to what to do to keep this dog from coming on her property. Without any inconvenience for her or her dogs. My daughters dogs do not roam and have a fenced yard in the back. But they should not be kept prisoners because of this wandering dog or his neglectful owner. Any suggestions ,please help so she can make the right decision and everyone can live in peace and harmony.
