Why is "Diary of the Dead" the worst movie of the George Romero's "Dead Series" ever?

Do they lack of budget? It's kinda boring... If it wasn't a video recorder movie, it would be so good. Hmm... what do you think of this movie? There's only a few zombies featured on the film not like Dawn and Land of the Dead which there are over thousands of zombies! The editing is kinda boring though...
